Holstein City Council approves fee schedule, authorizes bond for generators and OKs wastewater transfers; sets zoning hearing

The Holstein City Council met July 8, 2025, at City Hall and voted unanimously to adopt several measures affecting city fees, emergency power equipment and wastewater project financing.

Mayor Kathryn (listed as Kathy in the opening line of the minutes) Breyfogle opened the meeting at 5:00 p.m. and the council quickly moved through the agenda. Councilperson Christine Wiese moved to approve the consent agenda, which included the June 24, 2025 minutes, financial reports and a list of claims; Councilperson Terri Schimmer seconded and the motion passed 5-0.

The council then adopted Resolution 25-39, offered by Councilperson Terri Schimmer and seconded by Councilperson Marcus Prell, approving the City of Holstein fee schedule for fiscal year 2025-2026. The motion passed on a unanimous roll-call vote.

Councilperson Jamison Voss offered Resolution 25-40 to approve generator and well-generator quotes and to authorize issuance of a bond to fund purchase and installation of those generators; Councilperson Christine Wiese seconded the motion and the resolution passed unanimously. The minutes record that the action authorizes a bond issuance for the generators but do not specify bond amount or financing terms.

The council also adopted Resolution 25-41, offered by Councilperson Marcus Prell and seconded by Councilperson Bonnie Stevenson, to approve interfund transfers to support sludge-removal costs associated with the Wastewater System Improvements (WWSI) project and to repay the General Fund through tax increment financing (TIF). The resolution passed on a unanimous roll-call vote. The minutes do not provide the transfer amounts.

Councilmembers set a public hearing on the Planning and Zoning Ordinance and Zoning Map for July 22 at 5:00 p.m.; the motion was made by Councilperson Jamison Voss and seconded by Councilperson Terri Schimmer and approved unanimously. The council also scheduled a special meeting on July 29, 2025, at 5:00 p.m. to specifically discuss the WWSI project after Councilperson Christine Wiese moved to set the date and Councilperson Terri Schimmer seconded.

The city administrator presented a list of receipts and claims approved on the consent agenda, which included vendor charges such as AC & R Specialists ($1,344.08), Holstein Sanitation ($11,788.26), Schoon Const & Excavating ($13,392.95) and others; the document records a "total funds" figure of $178,760.17 and a "total revenue by fund" figure of $433,606.39. Those bills were approved as part of the earlier consent-agenda vote.

There was no recorded debate or public comment in the minutes on the resolutions, the bond authorization or the interfund transfers. The meeting was adjourned at 5:22 p.m.
