Regional development group NORAN outlines East Range strategy, housing tools and trail support

Sean Haney, representing NORAN (a regional economic-development organization), told the council the groups strategic plan focuses on coordinated development across the East Range, including site selection services, a revolving loan fund and housing supports.

"We are a 501(c)(4) ... our program funders pay for the work that we do," Haney said, describing NORANs mix of paid services, strategic planning and grant-supported programs. He said the group maintains a commercial and industrial site-selection database and can help curate properties for prospective developers.

Haney also highlighted programs aimed at housing stability and business support: a housing fix-up trust fund aimed at small home repairs, and a revolving loan fund that can offer lower-interest loans tailored to local businesses. He said NORAN can serve as a convener for developers, public agencies and community groups and pointed to events and trails as proven local economic drivers.

"I dont think theres a better place in the country than right here to harmonize that," Haney said, describing the opportunity to harmonize power sports and mountain sports with local economic development around Giants Ridge.

Councilors asked about NORANs role in local trail and West Annex projects; Haney said NORAN can participate on an as-requested, contract or grant-funded basis and that the groups board includes local representation to ensure coordination with municipalities. He offered to follow up with materials and to join future joint-powers discussions about mountain-bike and ATV connections.
