Hubbard‑Radcliffe board adopts federal grant procurement policies, approves internal controls reading and 2024–25 appointments

At its July 22 meeting the Hubbard‑Radcliffe Community School District board unanimously approved final readings of federal grant procurement policies, a first reading of internal controls policies, and a slate of appointments for the 2024–25 school year including business official, treasurer and legal counsel.
The Hubbard‑Radcliffe Community School District Board of Education unanimously approved final readings of Board Policies 705.1R1, 705.1R2, 705.4 and 705.4R1 addressing federal grant procurement at its July 22 meeting.
On the same motion cycle the board approved the first reading of Board Policy 707.5 and 707.5R1 on internal controls. Both actions were recorded as motions moved by Marty Eide and seconded by Kelli Miller and carried unanimously.
The board also approved a slate of 2024–25 appointments intended to ensure administrative continuity and compliance. Appointments recorded include Deb England as District Board Secretary and School Business Official; Linda Imsland as District Treasurer; Katherine Beenken and the Ahlers & Cooney law firm as district legal counsel; Lindsay Gelder as homeless liaison; Kristine Kiley (middle school) and Lindsay Gelder (elementary) as district equity coordinators and Level I investigators for alleged employee abuse; Brian Mangold and Kevin Henrichs as alternate Level I investigators; and Dr. Adam Zellmer as Level II investigator. The board also named members of the Educational Advancement Review Committee: administrators Kevin Henrichs, Brian Mangold and Dr. Zellmer; and educators Nicole Briggs, Nicole Nielsen and Brynn Brass, with board negotiators listed as committee members.
Why it matters: The adopted procurement and internal control policies and the appointed compliance officers and investigators are intended to align district operations with grant rules and state requirements ahead of the 2024–25 school year.
The board set its next regular meeting for Aug. 19, 2024, and adjourned at 7:03 p.m.
