Walker council permits Kinetic to install fiber in right-of-way with written agreement

The Walker City Council voted unanimously June 15 to allow Kinetic to install fiber in city right-of-way and easements as long as the project imposes no cost on the city or residents and a formal agreement is prepared.

Matt Graham of Kinetic presented the plan, saying the company would replace existing overhead copper with fiber and would knife in fiber cable at two small locations; a map of the proposed route is on file at city hall. Councilors said they were willing to grant the company access subject to a written agreement outlining responsibilities and protections for the city and residents. Jonathan Wolff made the motion, seconded by Abagail Wells; the motion passed 5-0.

Council did not specify construction timing in the minutes; council members asked for a written agreement to ensure there are no costs to residents or the city and to clarify restoration, liability, and permit requirements. The map and the draft agreement are available for review at city hall on request.

The approval authorizes Kinetic to proceed with permitting and design work in Walker's public easements and rights-of-way; it does not constitute a finalized franchise or long-term utility contract absent further documentation or council action.
