Council approves appointments, budget transfers, Small Cities grant and other routine items
Summary
At its Feb. 17 meeting the Council approved mayoral appointments, budget transfer requests for FY25-26, a Small Cities project for $14,900, acceptance of the Conservation Commission report and authorized a DOT Master Municipal Agreement; it also accepted tax and sewer refunds and adjourned at 7:36 p.m.
The Torrington City Council on Feb. 17 approved several consent and administrative items including mayoral appointments, budget transfers and project approvals.
Appointments: The Council approved appointments to the Economic Development Commission (Arlene Gonzalez, Travis Lipinski, Chris Dupont, Erick Royer) and to the Parks and Recreation Commission (Patricia Fairchild), and named members to the THS/TMS Concession Building Committee (Mario Longobucco, Ed Arum, Joseph Kulesza, Patrick Cronin, Jamie Sykora, Bill Pietrefase).
Budget and projects: The Council approved FY25-26 budget transfer requests as detailed in the Manager of Budgets' Jan. 30, 2026 letter (previously approved by the Board of Finance). It also approved Small Cities Project #143-SC-36 Phase 2 for $14,900 to replace windows and doors and perform lead paint abatement, as recommended by the Small Cities Committee.
Reports and agreements: The Council accepted the Conservation Commission 2025 Annual Report and authorized the Mayor to execute Resolution #143-286, adopting the State DOT Master Municipal Agreement for Rights of Way Projects (Agreement No. 05.09-08(25)). The Building Department report for January 2026 was accepted, and the Council authorized tax and sewer usage refunds as recommended by the Tax Collector dated Feb. 17, 2026.
Administrative notes: Assessor Staci Maldonado reported the Grand List was signed on Jan. 30, 2026 for the first time in 23 years. City Clerk Carol L. Anderson announced preparations for a March 24, 2026 referendum and a March 31, 2026 deadline for Veterans' Wall submissions.
