Apache Junction board delays vote on superintendents two-year extension after heated public comment

The Apache Junction Unified School District governing board voted to remove a proposed two‑year extension to Superintendent Dr. Dean Pappalardos contract from the agenda after a night of intense public comment and divided trustees.
More than two dozen residents spoke during the public comment period, largely urging trustees not to extend the contract. "Under Dr. Pappalardo's leadership, this district has faced declining enrollment, significant employee turnover, and extremely low morale," said Calista Murray, a former AJUSD teacher, citing staff losses, program cuts and classroom vacancies. Jodi Orlick, a former board member, told trustees she is "a data girl" and pointed to enrollment falling from a previous ADM of 2,576 to an adopted budget ADM of 2,057 as evidence the district is losing families.
Supporters of the superintendent also spoke. Doug Coleman, longtime district volunteer, said the superintendent "cleaned up the mess" left by previous leadership and listed program expansions including robotics, dual‑language and CTE initiatives that he credited to current leadership.
Board members debated the extension at length. Board President Kimball said Dr. Pappalardo had placed the item on the agenda "so that he can plan ahead," citing ongoing partnerships and program work, and trustees who supported the extension argued stability would help sustain new programs. Other trustees said they lacked sufficient, transparent documentation of the superintendent's implementation plan and performance targets and were concerned about the districts declining enrollment and staff morale.
Trustee Sandra "Mrs. Garcia" (board members are listed by the names shown in board materials) summarized concerns about timing and transparency and asked for more time to review the superintendents mentoring and implementation documents. Several trustees asked legal counsel to clarify whether the district was required to award a performance pay percentage before June 30; that related discussion was later tabled for legal review.
After debate, a motion to remove (table) the two‑year extension from the agenda for further discussion passed 4–1. The board directed staff to return the item with more documentation and legal guidance at a future meeting.
Whathappens next: The board will place the extension back on a future agenda after additional review, legal input and opportunity for trustees to examine the superintendents written mentoring and implementation plans. The superintendents current contract remains in effect through June 2027.
