Spirit Lake council approves $404,178 in bills, OKs liquor licenses and 23rd Street project plan

Mayor Pro Tem Dave Mensing presided over the Spirit Lake City Council meeting on Jan. 27, 2026, where the council approved the monthly bill list and several formal resolutions.
Councilmember Kofoot moved and Councilmember Johnson seconded to approve the minutes of the Jan. 13 regular meeting; the motion carried unanimously. The council then approved the bill list for January 2026 after a motion from Councilmember Kofoot and a second from Councilmember Johnson. The meeting record lists itemized payments (utilities, payroll, equipment, insurance and capital expenses) and shows a total of $404,178.07 in approved bills.
The council voted unanimously to accept the Treasurer’s Reports for November and December 2025. The November report listed General Fund receipts of $628,127.75 and included expenditures such as a $386,914.71 item tied to 23rd Street reconstruction; the December report showed General Fund receipts of $298,588.60 and additional fund balances and expenditures as recorded in the minutes.
On licensing, Councilmember Kofoot moved and Councilmember Johnson seconded approval of a Retail Alcohol License ownership change for WalMart Inc. and Primo Development Ltd., a Class B Retail Alcohol License for Wilder Thymes Natural Foods, and a Special Class C Retail Alcohol License for St. Mary Catholic Church. The motion carried unanimously.
The council adopted Resolution No. 2026-02 approving tax abatement applications after Councilmember Johnson introduced the resolution and Councilmember Kofoot seconded. The council also adopted Resolution No. 2026-03: approving plans and specifications and setting a public hearing and bid letting for the 2026 City of Spirit Lake 23rd Street Reconstruction Project Phase II; Councilmember Kofoot introduced the resolution and Councilmember Chappas seconded, with the measure passing unanimously.
The meeting was adjourned after a motion from Councilmember Chappas and a second from Councilmember Johnson. The written record is signed by Mayor Pro Tem Dave Mensing and attested by City Administrator Gregg L. Owens.
