Staff told council that Quicksar (a private developer/operator referenced in the meeting) has indicated it would contribute approximately $475,000 toward the effort. The city will advertise the bid package and is scheduled to review bids at the next council meeting in July; staff said construction could begin as early as July but more likely in August, depending on contract timing.
Council discussed temporary access arrangements if Quicksar wished to occupy portions of the site prior to project completion, citing a previous arrangement made with CHI during a Glenn Street extension project. No contract awards were made at the meeting; the resolution authorizes the city to proceed with the formal bid and contracting process.
The engineer estimate and stated Quicksar contribution were presented by city staff as approximations and will be finalized through the bid process. Council did not identify additional funding mechanisms at the meeting beyond the estimate and noted follow-up would occur in July when bids are received.
