The Spirit Lake City Council on Dec. 9 unanimously approved a slate of personnel appointments and amended its employee manual to add Christmas Eve as a paid holiday.
Mayor Kevin Bice opened the meeting and the council approved the mayoral appointments of Shane Brevik as Spirit Lake Police Chief and Gregg Owens as city attorney by unanimous vote. The council then approved Gregg L. Owens as City Administrator and Amanda Harskamp as Deputy City Clerk, again by unanimous vote.
The council also voted to amend the Employee Manual to add Christmas Eve as a paid holiday after a motion by Councilmember Kofoot, seconded by Councilmember Mensing; the motion carried unanimously. Councilmember Brockmeyer moved, and Councilmember Chappas seconded, to cancel the council’s second regular meeting of December (Dec. 23); that motion also passed unanimously.
All formal actions recorded in the meeting minutes were carried by unanimous vote of those present: Mayor Kevin Bice and councilmembers Kofoot, Brockmeyer, Chappas and Mensing. The meeting adjourned following the routine business.
Next procedural steps: the appointments and the employee-manual amendment will be reflected in city records and personnel files per standard administrative process; no further public hearings were indicated in the minutes.
