Jay County commissioners convened a special session on June 23 to open bids for the third and final round of the Owner‑Occupied Rehab (OOR) program. The group‑3 solicitation covers 35 homes and drew bids from multiple local contractors.
Bidders included Mooreland Roofing & Construction, Mustard Seed Remodeling, Fortitude Design and Consulting, Dave's Heating and Cooling and All Circuit Electrical, among others. The bid record presented to commissioners listed line‑item pricing for many addresses across Portland, Redkey, Dunkirk, Bryant and Salamonia.
Commissioner Doug Horn moved to take the bids under advisement so EGIS can review them; Commissioner Duane Monroe seconded the motion and it passed unanimously. Earlier in the June 9 meeting, Darlesia Lee, assistant director with ECIRPD, had reported that the third round was out for bid, that AirXRay inspections are ongoing and that most properties are progressing through the process.
The bids will be reviewed by EGIS and a recommendation is expected back to commissioners at a later meeting. The June 23 session adjourned at 4:28 p.m.
