Jay County approves $300,389 loan for motor grader, OKs $90,000 EGIS supplemental for bridge inspections

The Jay County Commissioners on June 9 unanimously approved Resolution 2025‑09 to finance a new motor grader, authorizing a $300,389.34 loan from The Farmers State Bank at 5.9% interest for four years.
Commissioner Duane Monroe moved to approve the resolution, and Commissioner Doug Horn seconded; the motion passed by unanimous vote. The resolution authorizes the county to sign all necessary loan documents for the grader intended for the highway department.
Highway Superintendent Bob Howell also reported that a new grader and a second dump truck arrived last week and should be in service by July. Howell said crews plan to begin chip‑and‑seal operations weather permitting and will continue work to repair soft spots ahead of road conversions.
Howell presented a supplemental agreement with EGIS for bridge inspection work that adds $90,000 over the four‑year contract term to cover additional data requirements stemming from new federal guidance. Tyler Wolf, Bridge Department Manager for EGIS, told commissioners INDOT had not provided guidance while the original contract was negotiated but has since issued four memos clarifying new inspection items. Commissioners approved the supplemental agreement unanimously (motion: Doug Horn; second: Duane Monroe).
The board discussed bridge Nos. 177 and 178 on 300 E — timber slab structures EGIS will continue to monitor to determine whether interim repairs are needed before pursuing a 2030 grant for major work. Wolf said the firm plans bridge inspections in September and October and may return to commissioners if state requirements change further.
Howell offered three quotes for in‑vehicle camera and GPS systems (Brigade, Samsara and LinkUP) and recommended Samsara; commissioners voted to table that purchase pending review by the county's liability insurer (motion to table by Doug Horn; second by Duane Monroe).
The resolutions and agreements were recorded as passed with no dissent. The highway items were discussed and decided during the regular meeting in the courthouse auditorium.
