ECI Regional Planning District reports four homes finished in Owner-Occupied Rehab; mural crowdfunding planned

PORTLAND, Ind. — Darlesia Lee, assistant director of the ECI Regional Planning District, updated the Jay County Commissioners on the Owner-Occupied Rehab (OOR) program and a community mural request.
Lee said the program has completed four homes and that work stalled on two projects because of a lack of electrical bids; those bid issues have been resolved and testing related to a prior contract misunderstanding with AirXray and EGIS is moving forward. She told commissioners that funds for the program must be spent by Aug. 31, 2025, and she said she hopes to offer a similar program in the future.
Separately, Lee said the City of Portland has requested a mural on the side of a community resource building and program staff are pursuing online promotion and sponsored ads to crowdfund $10,000 for the project. She asked commissioners to help publicize the effort to the community.
What’s next: ECI will continue testing and project completions, and the county and ECI staff will monitor the Aug. 31 spending deadline for OOR funds.
