The Jay County Plan Commission forwarded a proposed moratorium on solar farms and battery storage to the April 28 commissioners' meeting for public comment, commissioners said April 14.
John Hemmelgarn and Pati McLaughlin from Jay‑Portland Building & Planning told the board the moratorium passed the Plan Commission’s initial stage and will be opened to public comment at the next meeting. Commissioner Chad Aker said those wanting to speak should sign in and will be limited to two minutes. Commissioner Doug Horn moved to place the moratorium on the April 28 agenda for public comment; Commissioner Duane Monroe seconded and the motion passed unanimously.
McLaughlin added that a county office received a request for a list of landowners who had signed leases with solar developers; that list—public record—was published on Facebook by the requester. McLaughlin said staff saw no purpose in the publication but confirmed the information was public record and had to be provided on request.
