Jay County accepts Brumbaugh Construction bid for Bridge #139 at $1.025 million

Jay County Commissioners voted April 14 to accept Brumbaugh Construction’s low bid of $1,025,000 to replace Bridge #139 on Seventh Street, part of a project funded through the Community Crossings grant program.
Four bids were opened for the project: Brumbaugh Construction $1,025,000; HIS Constructors $1,195,480; Beatty Construction $1,228,000; and Milestone Construction $1,429,678.04. The board initially took the bids under advisement so county counsel and engineers could verify the low bid met all qualifications. An EGIS engineer reviewed Brumbaugh’s submission and concluded it met the required qualifications, prompting a motion by Commissioner Duane Monroe to accept the Brumbaugh bid. Commissioner Doug Horn seconded; the motion passed by unanimous vote.
Commissioners and staff discussed schedule constraints tied to the Community Crossings grant. Assistant superintendent Stephanie Klarer noted the grant requires a notice of award to be published for 10 days and INDOT expects an answer by the end of April. The board prioritized confirming compliance with engineering and procurement rules before authorizing notice of award.
The county also approved an emergency claim related to the Bridge #139 project for an easement payment to Dragos Macelaru in the amount of $21,400.
The board listed the project among ongoing highway priorities that include creating a full inventory of small structures and attending LTAP bridge maintenance training later in April.
