Shorewood council favors modest audio-video upgrade, asks staff to include options in 2026 budget planning

City Administrator Nevinski told the Council the city’s audio and video equipment is at least nine years old, with some components no longer supported, and staff asked for guidance on how to proceed with replacement options during 2026 budget planning.

Staff presented multiple scenarios ranging from a minimal build-out to a larger, more functional system. Councilmembers raised questions about what higher-cost options would provide in tangible benefits, and about the reliability of wireless microphones versus hardwired systems. Nevinski said higher-end options would likely require an architect/designer and vendor coordination, while simpler upgrades could be handled directly by a vendor.

Mayor Labadie asked staff to include an assessment regarding safety of City staff and the building given a recent external threat to another mayor. Councilmember Maddy said he supported the status-quo approach but acknowledged he would accept a roughly $150,000 option if it better served residents who cannot come to City Hall. Councilmember Sanschagrin suggested considering a minimal initial build with a larger upgrade later, and Councilmember Gorham asked staff to spell out exactly what additional functionality more expensive options would provide.

Staff noted a likely reliance on LMCC consultant Jim Lundberg for more complex upgrades. The Council reached a consensus to pursue a status-quo/minimal upgrade, prioritize reliability, and keep costs in check while bringing back more detailed cost and scope information for 2026 budget planning.
