Shorewood to manage Highway 7 TMO study; contract approved pending MnDOT notice

Council members approved a contract with SRF Consulting on May 27, 2025, to conduct a Highway 7 Transportation Management Organization (TMO) study, funded by a State grant. City Administrator Nevinski said the grant was awarded to Shorewood, which will act as the grant manager and coordinate among corridor communities.
Nevinski described the RFP and selection process and noted staff and mayoral involvement from the corridor cities. Councilmember Sanschagrin asked whether Shorewood’s role required significant staff time; Nevinski said he expected most technical work would be delivered by the consultant and that Shorewood’s role would focus on grant administration. The Council approved the SRF Consulting contract with the condition that MnDOT issue a Notice to Proceed before the contract becomes active.
The study deliverables will include a recommended organizational approach, example documents, and a consultant recommendation on how to set up the TMO. The council asked staff to monitor workload and coordinate support with partner communities.
