Olivia releases 2024 annual report, highlights City Hall remodel and fiber internet project

The Olivia City Council received a detailed annual operations report covering 2024 that highlighted a new comprehensive plan, the remodel and expansion of City Hall, and a private fiber-internet investment for the city.
City staff presenter Elizabeth opened the review by thanking municipal employees “a major Kudos goes out to all the city staff” for the year’s accomplishments and asked that the full report be posted on the city website for public access. The council agreed to make the report available online.
The report noted the council adopted a new comprehensive plan in April 2024 and approved bids in June for City Hall’s remodel and addition, with construction expected to be completed in spring 2025. Staff also reported a private internet company selected Olivia for a multi-year fiber infrastructure project estimated at $200 million to bring fiber options to residents.
Public-safety summaries showed the Olivia Police Department is fully staffed, has increased proactive patrols and trainings, reintroduced after-hours business checks, reorganized evidence storage and is pursuing investigations including a construction theft and an embezzlement probe. The fire department reported 27 volunteers covering a 106-square-mile service area and 22 trainings in 2024.
Utility metrics in the report included 76 million gallons pumped by the water system (about 230,000 gallons per day average), roughly 120 million gallons of wastewater treated, 1,533 active utility accounts and 35 residential customers enrolled in a clean-energy choice option. Staff also said a prior billing error identified earlier in the year has been corrected and additional oversight put in place.
Economic and community development highlights included the sale of the former Dirk Furniture building, recognition of the Main Street program, new business openings downtown and development of a business grant program planned for 2025. Public Works listed street-sealing, gravel spreading, mosquito spraying, park upgrades and trail expansion as completed or ongoing capital work.
The presentation closed with council appreciation for staff work during the City Hall move and direction to publish the report and continue tracking capital projects and grant opportunities. The council did not take additional formal action on items in the presentation beyond docketing the report and asking staff to make it publicly accessible.
