Staff explained that the city tax rate is the levy divided by the county-determined tax capacity and that individual household impacts vary with assessed market value. "If your home value did stay the same, your city tax actually would have had a decrease from 24 to 25," staff said, noting the slide was an example that holds a single parcel’s value fixed for comparison.
Council opened the public-comment portion of the Truth in Taxation hearing and received no in-person or virtual testimony; the hearing was closed and the council resumed the fee-schedule discussion. No formal action on the levy was taken at this meeting; the presentation served as the staff explanation and public-notice step ahead of subsequent budget deliberations.
