At the March 24 meeting, the Spirit Lake City Council handled a series of routine and fiscal items.
Council approved the minutes of the March 10 meeting and the monthly bill list for March 2026 after a motion by Councilmember Kofoot and second by Councilmember Johnson. The published bill list totaled $596,764.04 and included major payments such as a Water Treatment Plant Phase 2 pay application (#9) of $201,927.47 and landfill fees of $24,475.93.
The council approved several liquor licenses and cigarette/tobacco permit renewals. The council also introduced and adopted Resolution No. 2026-13 to approve electronic bidding procedures and distribution of the preliminary official statement related to up to $5,000,000 in general obligation capital loan notes (motion by Chappas; second by Kofoot). Later in the meeting, Councilmember Johnson introduced and Councilmember Mensing seconded Resolution No. 2026-14 approving an audit services agreement; the resolution was adopted unanimously.
