Torrington council authorizes two settlement agreements after executive sessions

The Torrington City Council entered executive session twice March 16 to discuss pending litigation and, upon returning to open session, unanimously authorized the mayor to execute settlement agreements in both matters.
The first matter discussed under executive session authority (C.G.S. §200-1 (6)(B) as noted in the minutes) was a tax-assessment appeal: AG SV Alvord Park Road Owner LLC v. City of Torrington, Docket HHB-CV-25-6098289-S in New Britain Superior Court. Following the executive session the Council voted to authorize the Mayor to enter a settlement agreement in that case.
The Council then entered a second executive session under C.G.S. Sec. 1-200(6)(B) to discuss the pending case City of Torrington v. Jesus German Chimbo Sarmiento et al., Docket LLI-CV25-6041248-S in the Judicial District of Litchfield. The Council returned to open session and similarly authorized settlement by unanimous vote.
Both votes were recorded as unanimous; the minutes show Corporation Counsel Tomasz Kalinowski was invited to the executive sessions. The meeting record does not disclose settlement terms; minutes indicate authorization only for the Mayor to execute settlement agreements.
