Torrington WPCA approves pump station payments and multiple equipment purchases

Acting as the Water Pollution Control Authority, the Torrington council unanimously approved payments to Wright-Pierce for Harris Drive pump station work, accepted a Fleet Pump & Service bid for dry-pit pumps, and authorized purchases including tri-band radios, Veolia rebuild kits and cabinet work totaling multiple capital fund approvals.
The City Council, acting as the Water Pollution Control Authority, voted unanimously March 16 to approve a series of payments and procurements for sanitary sewer capital and operations.
The Council approved two Wright-Pierce engineering invoices for the Harris Drive Pump Station Upgrade ($58,548.01 and $130,360.87) and accepted a bid from Fleet Pump & Service for $144,652 for dry-pit submersible non-clog centrifugal pumps, to be funded from Fund #490 Sanitary Sewer Capital Improvement. WPCA Administrator Ed Tousey said the pump purchases are part of the pump station upgrade work.
Council also approved the purchase of five Motorola tri-band radios from NORCOM ($47,995.60) to outfit trucks and address a shortfall in equipment; Tousey said the radios will ensure that each truck has a radio. The Council approved sole-source purchase of four rebuild kits for Veolia sand pumps ($55,465.76) and accepted a bid from Traver IDC for cabinet, enclosures and controls to be installed at Harris Drive ($33,250). Funding for these items was described in the WPCA Administrator’s letters and will come from WPCA capital or repair funds as indicated.
Councilor Paul Cavagnero questioned why the radios were approved previously but five units remained unpurchased; Tousey replied the five additional radios had not been previously approved and will complete vehicle outfitting. The Small Cities Committee request to increase a boiler replacement project budget by $675 (to $11,665) was also approved during the meeting.
All WPCA and related procurement votes were unanimous. The Council recorded the approvals to allow the projects and repairs to proceed under the funding sources noted in WPCA materials.
