Council approves multiple ordinances, construction bids and expenditures in July 21 meeting

Mount Vernon’s City Council met July 21 and approved a package of ordinances, resolutions and routine expenditures affecting utilities, streets and downtown projects.
On the legislative docket the council approved ordinance 6-16-2025A, which amends the city’s sewer service charges; ordinance 6-16-2025B, amending the US Highway 30 master plan; and ordinance 6-16-2025C, updating zoning regulations for accessory buildings. The council also advanced ordinance 7-7-2025A (chapter 91, water meters) from second to third reading.
In capital projects, the council awarded the 2025 sidewalk-repair contract to Modern Concrete for $121,384 and accepted completed work on the Fourth Street Northwest reconstruction project for $365,453. The council also approved a $20,129 crack-seal program and an asphalt-repair package (approximately $13,601) for targeted streets.
Other approvals included a $4,838.35 purchase of four wireless council microphones, a $1,980 invoice for uptown sidewalk repairs, a $34,548 engineering invoice for Rachel Street improvements and routine claims, all approved by motion.
Personnel and benefits actions included approval of a $1,265 tuition reimbursement for Chief Shannon and authorization for former Chief Shannon to use catastrophic-leave balances to cover continued insurance premiums. The council also approved various consultant invoices tied to the Uptown Streetscape project and moved the CDBG facade rehabilitation architect selection forward.
The council voted on each item by voice or roll call at the meeting. Several measures passed unanimously or by recorded majorities. The meeting adjourned after department reports and brief updates on Heritage Days and library summer programs.
