Lisbon council approves routine budget transfers, capital items and appointments

Council also approved a payment of $11,160 to YTT Design Solutions for Phase 2 engineering on the ball-field portion of the sports complex; staff reported grading is complete and fine grading is scheduled to start next week. The council set a bid date of Aug. 7, 2025, for 'Wall Number Five' (the treatment building tied to the sports complex) and a public hearing on Aug. 11, 2025, to review well number five bid specifications and contracts. The city engineer said the grading contractor completed temporary roadway work to reach the wellhouse, noting the work was under the competitive-bid threshold and saved mobilization costs.
The council moved to approve property utility adjustments for two town addresses and approved a personnel appointment to the fire department (Resolution 29-2025) to fill a vacancy. Multiple motions were made and seconded and were put to voice vote; the record shows the council advanced the items on the agenda.
Next steps: staff will present bid recommendations and contract details at the Aug. 11 meeting, and the council scheduled further review and follow-up depending on those presentations.
