Miller outlined three options: full entitlement (the city administers its own CDBG allocation and takes on federal compliance responsibilities), no entitlement (the city remains in the county consortium but must compete annually for funds), or joint entitlement (the county administers federal compliance while the city retains a seat on the policy advisory board and receives a direct allocation split over the three‑year cycle). Staff recommended joint entitlement, citing lower staffing impacts and continued access to programs available to entitlement jurisdictions.
Miller said possible IGA changes under discussion include requesting a larger share of the city's allocation (for example, 65% retained locally with 35% contributed to countywide programs), and the option to "bundle" the city's three‑year allocation into a single year to enable larger‑scale projects such as sidewalk construction or land acquisition for affordable housing.
Councilors asked whether CDBG funds could support senior‑center projects; Miller said public‑facility improvements can be eligible and she would research specific program guidance. Councilor Shaw, who sits on the policy advisory board, said she concurred with continuing the joint entitlement option and retaining the city's seat on the board.
Next steps: staff will return in July with the proposed updated IGA and operating agreement reflecting any negotiated changes with the county.
