The decision followed a request from developer Gardner, who asked for clarification on whether curb and gutter would be required; Gardner said the current design for Anthem does not include curb and gutter. Council members discussed the city’s intent to promote urban cross-sections in some locations but weighed that goal against providing consistency with existing rural sections along the highway.
Councilmembers reached a consensus that staff should move forward with the rural section as designed for the Anthem parcel. The council did not record a formal ordinance or vote on the roadway design in the work session; the direction was recorded as staff guidance rather than a legislative action. Public works staff and the city engineer were present for the discussion and will proceed with design and implementation as directed.
The matter could return for formal action or further review at a future regular meeting if additional approvals, contract changes, or funding decisions are required.
