He likened the structure to the veterans committee but stressed the zoning committee would be time limited; if the committee proved useful, Council could later consider making it permanent.
Council members discussed whether the committee should be a subcommittee of Council or report through the Planning Commission; Councilman Nichols cautioned that residents should understand not every recommendation can be adopted because zoning involves legal limits. City Manager Marcos Nichols asked whether the committee would be professionally facilitated or resident‑led; Perry said the group was intended to be resident‑led but that a facilitator might be drawn from staff, an outside consultant, or the Planning Commission chair. Staff will draft a resolution or similar document to set the committee’s parameters and return it to Council for further consideration.
