The Olivia City Council reviewed several staff updates including a proposed update to its council tablet-use policy, results from lead and copper monitoring, and construction updates for the community pool and city hall remodel.
On technology policy, staff said the draft is modeled on League of Minnesota Cities recommendations and tightens rules on city tablets: "we are not allowed to sell tablets or give away tablets to City Council Members — that is against state law," staff told the council, and the policy notes restrictions such as banning USB drives and limiting removable media. One council member said the policy could be onerous operationally because it might expose personal devices to review if those devices were used to handle city email or documents, and staff responded that the policy mainly codifies existing legal exposure and cybersecurity precautions.
On water quality, staff reported a Minnesota Department of Health monitoring letter showing the public water system did not exceed the action level for lead or copper; no city remedial action is required at this time.
Staff also provided project updates: contractors will begin work on the pool building envelope with interior wall repairs requiring the pool to be drained and closed temporarily, likely in December or January for several weeks; city hall framing for two additions is complete, with rough-in work for electrical, plumbing and HVAC underway and a spring 2025 target for move-in of the renovated space.
Council received the reports and asked staff to proceed with implementation steps and scheduling notifications to affected users.
