Olivia council adopts assessments to recover unpaid mowing and hazardous-structure removal costs

Staff explained the process for collecting unpaid lawn-mowing charges under Minnesota Statutes 429.011 and 429.031, citing multiple resident complaints and staff actions to mow and bill the property. No members of the public spoke during the hearing.
Similarly, staff described two hazardous-structure cases (a garage at 1013 Street South, removed under an earlier 2021 determination, and a second structure at 311 Fifth Street South) for which the city now seeks to assess the property to recover removal costs. Staff explained earlier staff turnover delayed formal assessment filings; public notice was given and no public comments were offered during those hearings.
Council moved and approved Resolution 122 to certify unpaid charges for inclusion on the 2025 tax rolls, and approved Resolutions 123 and 124 to adopt assessments for the two hazardous-structure removals as presented. Motions and seconds were recorded in the meeting minutes and each resolution carried.
