Council approves $6,000 mission-and-vision facilitator after debate on timing and RFP

On June 17 the Oronoco City Council voted to fund an outside facilitator to guide a mission/vision and goal‑setting process, authorizing use of a $6,000 subcontracted‑services budget line. Councilors described the work as a multi‑step process including individual interviews, a six‑hour collaborative session and a final deliverable to help shape five‑ and ten‑year priorities.
Supporters said the facilitator would help produce a coherent strategy that committees and staff could follow during the 2026 budget cycle. “If we can get this done now, it will make our budget workshops far more focused,” one council member said. Other members urged caution about timing, noting summer commitments (Gold Rush, other events) and recommending an RFP to solicit competitive proposals. Council member Daniel and others suggested an RFP would provide options; staff noted a subcontracted services line item of $6,000 under financial administration that was available.
A majority of councilors voted to approve the proposal and to use the subcontracted services account to pay the facilitator. Several councilors asked staff to prepare an RFP or to validate that the selected facilitator’s scope and timeline fit council availability; some members preferred delaying the engagement until after summer events and into 2026. Staff will proceed with procurement steps and return with a finalized scope and schedule.
