TECCA board approves updated enrollment policy and 2026–27 calendar; consent agenda passes unanimously

The board of directors of TEC Connections Academy Commonwealth Virtual School (TECCA) voted unanimously Jan. 29 to approve a consent agenda that adopted an updated Enrollment Policy, accepted Pearson invoices and minutes from the Dec. 4 meeting, and approved the 2026–27 master calendar.
The vote concluded after Chair Dr. Jean Kenney called for the motion; Dr. Sandra Einsel moved, Ms. Grace Magley seconded, and the roll call recorded yes votes from Kenney, Magley, Einsel and Dr. Joanne Menard. "RESOLVED, that the Agenda for the January 29, 2026 Meeting of the TECCA Commonwealth Virtual School Board of Directors, as presented, is hereby approved," the motion language stated before the consent block passed.
The Enrollment Policy approved by the board incorporates changes recommended by the Massachusetts Department of Elementary and Secondary Education (DESE), including a new section addressing the rights and privileges of homeless students. Superintendent Patrick Lattuca told the board TECCA has 2,997 students enrolled with a waitlist of more than 1,000, and that applications for January are up 25% year over year while withdrawals have declined (134 last year to 82 this year). "Students are choosing to stay with TECCA longer," Lattuca said.
The updated Enrollment Policy also tightens timelines and preferences: the district shortened the number of days families have to accept enrollment (three days during the school year; five days from July to the first day of school; and ten days from June through July) and limited enrollment preference categories to four (siblings of current students; students citing bullying; students with medical or institutionalized needs requiring virtual placement; and students with scheduling needs necessitating a flexible program). Lattuca said the policy adds an orientation window between registration and the first day of classes so families can complete records and verify device and materials readiness before instruction begins.
The master calendar for SY 2026–27 was included in the consent items and was recorded as having "no major changes" from previous drafts. The consent block also approved Pearson invoices for November and December 2025 and accepted minutes from the Dec. 4, 2025 board meeting, with executive-session minutes to follow.
Next steps: the Enrollment Policy becomes the approved district guidance as distributed in the board packet; the superintendent and staff will begin implementing the updated timelines and the orientation process described to the board. The board’s next regular meeting is scheduled for March 12, 2026 at 3:30 p.m.
