Independence council adopts code amendments, budget amendment and routine measures; orders sidewalk assessment

The Independence City Council on Jan. 26, 2026, approved a package of ordinances, budget adjustments and routine items, and voted to enter a closed session to review the city manager.
The council adopted a third-reading ordinance amending chapters 76 and 77 of the city code and authorized the mayor to sign. The ordinance had its first reading Dec. 8, 2025, and a second reading Jan. 12, 2026. The ordinance passed on a roll-call vote recorded in the meeting as 5–2 (two council members recorded voting no).
The council also approved a resolution amending the fiscal year 2026 budget. “This is something that’s required of us every year to do,” the mayor said before the vote. The budget amendment passed unanimously on a roll-call vote recorded in the meeting.
Council approved a resolution assessing a property owner for failure to comply with Chapter 136 (sidewalk regulations) after a snow-removal enforcement action. The property identified in the motion was listed as 3133rd Avenue Southeast, owner Aras A8 E Grove LLC, and the total assessment amount presented to the council was $6,044. The assessment was approved on a roll-call vote recorded as unanimous.
Council also authorized an agreement with McGrath Human Resources Group for a classification and compensation study and authorized the city manager to sign the agreement; that motion passed on a roll-call vote recorded in the meeting as unanimous. Earlier in the agenda the council approved several routine license renewals and ownership amendments (including Class E and Class B retail alcohol licenses) and claims for payment.
After approving agenda items and votes, the council moved to enter a closed session under Iowa Code 21.5(1)(i) for review of the city manager and directed the public to leave the room.
