Votes at a glance: Independence Council approves airport contract, property sale, fee updates, business support and event license

Independence — At its June 8 meeting the Independence City Council approved a series of resolutions and routine items, including an FAA‑contingent airport equipment contract, a property sale, fee updates tied to the city's solid-waste contract, and support for a local company's application to a state economic development program.

Snow removal equipment (airport): The council authorized the mayor to sign a resolution awarding a contract to Bowdenstein Steiner for the snow removal acquisition and improvements project at the Independence Municipal Airport in the amount of $457,378.64, contingent on execution of a Federal Aviation Administration grant agreement and federal funding assistance. The measure passed on a roll call vote of 7–0.

Sale of city property: Council approved a resolution to sell 416 9th Avenue Southeast to Jared Donnelly for $1,500. The buyer told the city he plans to clear and demolish the existing house and leave the lot as green space; council discussion noted the lot lies within a floodplain and is difficult to build on. The motion passed 6–1.

Solid waste collection fees: Council adopted an updated resolution to align solid waste collection fees with the city’s contract with Clezner. The environmental impact fee remains $2.50; the contract includes an annual escalator (about 3 percent), which staff said explains periodic increases. Vote: 7–0.

Parking moratorium for construction: The council approved a moratorium on enforcement of parking regulations on the south side of 12th Street Northeast (8th to 11th Avenues NE) to accommodate parking during construction for the Gator expansion project. The moratorium runs through Jan. 1, 2027. Vote: 7–0.

PRE Enterprises — IEDA BIG program support: Council passed a resolution supporting PRE Enterprises’ application to the Iowa Economic Development Authority BIG program. Staff told the council the proposal would create 43 full-time positions and involves a capital investment of $34.4 million; the resolution expresses an intent to use tax‑increment financing (TIF) in the future but contains language making no present dollar commitment by the city. Vote: 7–0.

Iowa DOT supplemental agreement: Council authorized the city manager to sign the 2026–27 supplemental agreement with the Iowa Department of Transportation for the city to maintain Iowa 150 (3.46 miles) in exchange for $3,321.30, unchanged for the last five fiscal years. Vote: 7–0.

Temporary liquor license for Ragbride event: The council granted a five‑day Class C liquor license to the Sanity Room for the Ragbride event with a condition excluding front sidewalk service; staff confirmed a revised sketch showing service only inside and behind the building. Vote: 7–0.

Airport mechanic lease: Council authorized a lease and use agreement for mechanic services at the municipal airport with Clint Spearman, subject to final administrative modifications to clarify business structure, and authorized the city manager to execute the agreement. Vote: 7–0.

Other business: Staff presented monthly reports (police, fire, building, ILPT) with no questions. Council members reported on parks and local roads, and staff announced that Ashley Henson secured a $497,465 grant to purchase an ambulance for Buchanan County and that $6.5 million was obtained for community projects in her district.

The council scheduled further consideration of the wastewater contract award for July 13 after bids for that project came in significantly higher than earlier estimates.
