The Independence City Council voted Feb. 9 to approve final plans, specifications and the form of contract for the 2026 street rehabilitation project and to award the contract to the low bidder for $677,326.90.
City staff reported that bids ranged from $677,326.90 to $783,949.50 and that Mark Crawford recommended awarding the contract to the low bidder, transcribed in the packet as Chick Fry Excavating Company. After brief discussion about public concerns, the council approved the resolution to confirm plans and proceed; the roll call vote was recorded with Applebee opposed and the motion passing 6–1.
Mayor said the item was procedural — approval of the plans and the contract documents — and that not approving the contract would stop the project from moving forward. Mark Crawford told the council the low bid matched the packet tabulations and staff’s review.
Councilmembers recorded the vote on the contract award and the mayor was authorized to sign the resolution and contract. Next steps for the project include final contract execution, scheduling and a forthcoming construction timeline and notice to proceed once bonds or financing and contractor scheduling are confirmed.
The council’s packet includes bid tabs on pages 135–136 and the certified low bid amount. The council received public comment earlier in the meeting expressing dissatisfaction with the protest/notification process for the road project; that comment did not alter the council’s vote on the contract award.
