Committee weighs accepting Oak Meadow Estates pond water; asks for tests, metered delivery and payment

A late request from the operator of Oak Meadow Estates to pump pond wastewater to the city’s treatment plant prompted the water committee to open a technical review rather than an immediate acceptance.

Staff estimated the plant could safely accept roughly 20,000–50,000 gallons per day without reducing treatment capacity, meaning it could process the operator’s reported roughly 2 million gallons over weeks to months if delivered at controlled rates. Committee members emphasized two conditions for acceptance: (1) metered delivery so the city can track flow into the plant, and (2) pre-acceptance water-quality testing to ensure no unexpected contaminants are present and that pond bottoms (bio solids) are not pumped.

Members discussed billing options: charging the municipality’s full metered rate, temporarily waiving some fees for a short period, or negotiating an up‑front payment. They also noted contractual and operational limits in current agreements (tiered rates and maximum monthly flow) that staff must check before any acceptance.

The committee agreed to ask the applicant for more precise volume and strength measurements, to require test results, and to return the matter to the committee after that information is provided. No final acceptance was authorized; the committee framed its response as conditional support contingent on test results and payment arrangements.

Next steps: staff will request more precise flow and test data from Oak Meadow Estates and report back; the committee will revisit the request after operators provide verified sample results and a delivery plan.
