Committees approve routine RFPs, firefighter uniform contract and encumbrance carryovers

Finance committee approved a motion to fund operating and capital encumbrance carryovers and the appropriation of fund balance for previously approved settlements; finance staff described this as a routine year-end practice to roll forward open purchase orders and to appropriate one-time allocations into the 2026 budget.
Clerks in committee recorded these consent approvals as unanimous where noted. Items that require further policy discussion — such as rate-setting or revenue allocation tied to other items — were deferred until staff returns with proposals.
