The Independence City Council voted 7-0 to adopt the city's 2025 strategic plan and to approve a 10-year capital improvement plan for fiscal years 2027 through 2037.
Council members noted the strategic plan process began in April 2025 and was discussed at multiple work sessions (including Jan. 5, 2026), and that the '25 plan is intended as a planning baseline even though many projects will be implemented later. "It will be updated in the future," City Manager (S4) said.
On the capital improvement plan, City Manager (S4) described the CIP as a living planning document that gives the city targets when pursuing community project funding and other grants. "Now I have targets that I can apply for funding to help fund these projects that we wanna do," S4 said.
Both actions were approved by roll call, recorded as 7-0. Council emphasized the plans are flexible and subject to revision as priorities and funding opportunities evolve.
What’s next: staff will use the strategic plan and CIP to pursue external funding and to inform future budget and project schedules; specific project timing may change.
