Supporters described the interim’s duties as effectively covering two roles — special education director and interim superintendent — and said the increased pay reflected the added responsibilities. Opponents questioned the change in pay so soon after an earlier action and raised concerns about board communication and equal access to information for trustees.
Mr. Noblock addressed the board, describing the workload and saying he had not applied for the permanent superintendent position: “In full transparency, I have not applied. I do not intend to apply,” he said. He told trustees the role required near-constant availability and that he believed $250 per day was appropriate for the responsibilities.
Some trustees praised Mr. Noblock’s handling of urgent matters — including negotiating with unions and responding to a threat around the prom — and said those efforts demonstrated the need for continuity of leadership. Others raised procedural concerns about how inquiries from individual trustees were handled and whether staff responses were being distributed equally to all board members. One trustee said they had received different levels of responsiveness and framed the disparity as a fairness and governance issue.
Debate became testy at times, with trustees trading sharp criticisms over administrative responsiveness, FOIA requests and whether the board president or interim superintendent should be the primary conduit for member inquiries. Several trustees urged civility and adherence to meeting norms while defending or criticizing the interim as appropriate.
After roll call, the motion to appoint Kevin Noblock and increase his interim daily pay carried 4-2. Trustees asked administration to improve information-sharing procedures and to provide clearer documentation on requests and responses going forward.
