Scotland’s Annual Town Meeting approved a Five-Year Capital Improvement Plan and authorized borrowing in anticipation of tax revenue to support capital needs.
Treasurer David Zito presented a PowerPoint overview of the five-year plan, listing expected purchases including roads and bridges, Town Hall rehabilitation, DPW upgrades, fire department equipment and elementary school repairs. The Five-Year Capital Improvement Plan was approved following a motion by Jennifer Nelson and a second by Rob Brautigam; the recorded vote was 61-YES, 0-NO.
Separately, voters empowered the Board of Selectmen to borrow a sum not to exceed $500,000 to be applied in anticipation of tax revenue. That motion, moved by Wendy Sears and seconded by Carol Withington, passed 62-YES, 0-NO.
The meeting also adopted the 2026–2027 Capital Improvement Program budget after Treasurer Zito reviewed the proposed 2027 breakdown; the motion carried 54-YES, 1-NO. The approved plan and budget set priorities for capital spending over the next several years and provide the Board of Selectmen with limited borrowing authority to smooth cash flow pending tax receipts.
