Topeka council approves street payments, septic pump replacements and intergovernmental fire contracts

The Topeka Town Council on May 11 approved several infrastructure and public‑safety expenditures, including street pay applications, a septic pump contract and intergovernmental fire service agreements.
Council approved Pay Application No. 1 for the 2025 Lehman Avenue project to Pulver Asphalt Paving, Inc., for $192,009.25 on a motion by Council Member Ray Folk, seconded by Council Member Marlynn Mast. Members also approved release of retainage of $19,093.70 and a final change order that resulted in an under‑contract amount of $22,651.00 for the Niblock Ohio Street project; that motion was moved by Marlynn Mast and seconded by Ray Folk and passed unanimously.
Staff presented April water consumption information and recommended awarding replacement of both septic station pumps to Indiana Pump Works, LLC for $27,000; the council approved that contract. The council considered an AFG grant request to purchase portable radios for $4,500; the motion to approve was moved by Marlynn Mast and seconded by Steve Schrock and the record notes an abstention by Council President Adam Lambright.
The council approved intergovernmental fire contracts for Eden and Clearspring townships covering June 1, 2026, through May 31, 2027. That motion was recorded as having an abstention by Council President Adam Lambright. The meeting minutes record routine staff and marshal reports, ongoing ordinance notices and a certified mailing regarding 323 Zook St.
Other items included a public comment period in which residents asked questions about Morrow and Pine streets and thanked police and first responders. The meeting adjourned at 4:49 p.m.
