Osakis secures $480,000 housing infrastructure grant; council approves engineering assessment for King Street site

The City of Osakis on Nov. 10 announced it has been awarded a $480,000 Minnesota Housing Infrastructure Grant intended to reduce per-lot development costs for a new subdivision off King Street.
Clerk Jacobson and EDA members said the grant award will help make lots for a proposed King Street development more financially feasible. “This grant is going to help reduce the cost per lot for a new development,” the clerk said while introducing the EDA recommendation to proceed with land purchase plans tied to the award.
Council then considered a proposal from Bolague Engineering to perform an initial needs and funding assessment (Task Order No. 1) for the King Street property and the associated infrastructure needs. The firm previously assisted with the grant application, and council approved moving forward with the task order so staff can better quantify infrastructure costs and funding options.
Council members said they will receive the assessment and then decide whether to solicit design and construction proposals or pursue additional grant opportunities to supplement the $480,000 award. The EDA also moved to pursue purchase of land (identified in the packet) that staff recommended for the development.
Next steps: Bolague Engineering will prepare a needs assessment and funding summary for the King Street development; staff will return to the EDA and council with the assessment and recommendations for use of the grant funds.
