Osakis City Council used its July 14 meeting to approve a slate of personnel moves, equipment purchases and planning resolutions needed for upcoming projects.
Key decisions and approvals included hiring two liquor‑store/bar staff, approving a new hire (Abby Olenamp) pending background checks and drug-screen results, and implementing inventory improvements for the city liquor operation. The council approved purchasing a 50‑foot lift for $51,574 from a rental vendor and rescinded an earlier 30‑foot lift approval. The council also approved a $9,500 bid to clean the ditch on Queen Street and accepted construction and engineering bills and a change order tied to the water‑plant filter project (construction bill $26,394.74; engineering $6,124.80; change order noted).
On planning and zoning matters, the council passed Resolution 2025‑17 approving a short‑term rental at 811 Lake Street East (four units) and Resolution 2025‑18 approving a detached accessory structure at 804 Avenue West. The council also approved Resolution 2025‑16 to accept a list of donations to city programs (parks, first responders, fireworks and visitor center) and granted special-event liquor licenses for the Immaculate Conception festival (Aug. 17), Taste of Osakis (Sept. 5–7) and a Christian Motorcycle Club event (Aug. 15), subject to required insurance and other approvals.
The council recorded motions and voice votes for the items above; where dollar amounts were discussed they were stated during motions. Several staff follow-ups were assigned: obtain contractor bids for a proposed beach pavilion, confirm crosswalk details from county public-works, and gather formal quotes for a blown interstate sign insurance claim.
What’s next: staff will return with bids and implementation details for the pavilion and parking work, and council indicated it will track the water‑plant startup on July 22 and the purchase implementations.
