Osakis installs cameras at beach and city hall; council asks staff for privacy policy before enabling audio

Staff said the system as installed does not include audio by default and that adding audio would be an additional feature; vendors described options including motion activation, push‑button activation, and a recording indicator light. Council asked staff to prepare sample camera policies from other cities, to schedule a workshop to discuss access and activation rules, and to return with recommended policy language addressing who may view footage, retention, and when audio (if any) could be enabled.
Council agreed to finish the beach camera installation now and defer any interior camera activation until a policy is drafted and the council reviews it at a workshop.
