The Osakis City Council on June 1 approved multiple routine actions and set follow-up work for major planning projects.
Councilors voted to approve the consent agenda and payroll- and vendor-related bills, including Eagle Construction invoice no. 17 for $18,168.75 and a Neuro Engineering invoice for $28,269.20. The council also approved hiring a part‑time worker identified in the packet as Abigail at $13 per hour, contingent on a background check and drug screen.
Council amended a previously approved fireworks allocation, increasing the authorized amount from $8,000 to $9,000 after members noted a likely larger July event crowd. The motion to amend carried.
On community events, the council approved Oldtown’s special event for July 12, 2025 (Main Street closure contingent on required approvals and insurance) and adopted Resolution 2025‑15 declaring the car show a community festival event.
Two substantive planning items were deferred for more information at a workshop. The council tabled the wastewater INI/MPCA planning proposal — after discussion about televising costs and per-service billing uncertainty — and similarly tabled a proposed five‑year owner‑engineer agreement and initial (no-fee) needs assessment task order offered by a consulting engineering firm until the workshop so members could review contract terms and cost estimates.
The council also approved a motion that allows public works to haul a large pile of compost-site sand to Roger Larson’s property or another closer location if available, and authorized payment of a park-design invoice to WS Design for $834.75.
The meeting record shows staff will prepare more detailed cost estimates and scheduling information ahead of the workshop so councilors can make final decisions on the wastewater plan and the capital improvement task order.
