The Osakis City Council voted May 12 to repeal and replace Chapter 125 of the city code governing cannabis businesses and adopted Ordinance Amendment No. 142.
Council members and city planning and zoning staff said the ordinance amendment follows a Planning & Zoning public hearing and the new chapter is codified in Chapter 125 of the city code. Because the ordinance text is lengthy, the council approved a summary publication under Minnesota Statute §412.19 and directed the city clerk to keep a full copy available for public inspection and to post the ordinance in a public place for two weeks.
When asked whether businesses could begin operations immediately, staff confirmed the ordinance is effective upon publication; council members noted the city’s official paper may publish the summary the following week, and commercial activity may begin after that publication. The motion to adopt the ordinance and the accompanying resolution approving summary publication carried by voice vote.
