Executive committee recommends FY2021–24 TIP, backs Basin 5 comment letter and hears positive FY20 financials

The Chittenden County Regional Planning Commission executive committee on July 1 unanimously recommended the FY2021–24 Transportation Improvement Program (TIP) to the full board and recommended a draft comment letter on the Draft Northern Lake Champlain Direct Drainages Tactical Basin Plan.
Eleni Churchill, Transportation Program Manager, asked the committee to recommend the FY21–24 TIP after a presentation to the full board in June; John Zicconi moved to recommend the TIP and Chris Shaw seconded the motion, which carried unanimously.
Regina Mahony reviewed a draft conformance letter for Basin 5. The CCRPC recommended that regional planning commissions be allowed to provide input to the Department of Environmental Conservation’s (DEC) prioritization scoring process. The letter also restates member concerns that requiring municipal wastewater treatment plants to undertake costly upgrades with a poor phosphorus reduction benefit‑to‑cost ratio could hamper ECOS Plan strategies, and supports concerns from MS4 permittee municipalities that the DEC’s 50% match requirement for state grant funds is unfair and counterproductive. Andy Montroll moved, John Zicconi seconded, and the committee voted to recommend the draft letter, with minor edits, to the board for approval.
Forest Cohen, Senior Business Manager, presented the FY20 financial overview for July 1, 2019–May 31, 2020. Cohen said May was a positive income month, ACCD revenue had been billed at 98.1% and MPO transportation staff billing was at 86.6% of budget; unless unexpected developments occurred in June, the year was expected to close very close to budgeted amounts.
Separately, the committee approved the June 3, 2020 executive committee minutes (motion carried with an abstention by Andy Montroll). The items recommended by the executive committee will be taken up by the full CCRPC board at its July 15 meeting.
