Executive committee approves comment letter for Shelburne Museum 150 kW solar project

The Chittenden County Regional Planning Commission executive committee on July 1 approved a letter to Encore Renewable Energy regarding a Section 248 petition for a 150 kilowatt solar project at 6000 Shelburne Road, adjacent to the Shelburne Museum.
Regina Mahony, Planning Manager, told members the CCRPC received a 45‑day notice of a Section 248 petition to the Vermont Public Utility Commission and that "the project meets the suitability policies of the ECOS Plan." Mahony said statewide agricultural soils would be impacted and that the CCRPC intends to defer determinations about agricultural impacts to the Vermont Agency of Agriculture, Food and Markets. She also noted the project is near a locally identified significant view area but appears to avoid that constraint; staff will re‑review the location after the final application is filed to confirm initial findings.
John Zicconi moved to approve the letter to Encore Renewable Energy; Andy Montroll seconded and the motion carried unanimously. The CCRPC staff’s letter, as recommended, asks state agencies to consider municipal priorities and local constraints in their review while reserving final agricultural determinations to the Agency of Agriculture.
The committee’s action is advisory: the comment letter will be included in the record as the Vermont Public Utility Commission and other state agencies consider the Section 248 filing. The CCRPC did not adopt a binding decision on the project; staff will revisit the site location following submission of the final application.
