Reno Redevelopment Agency recommends River Walk Phase 1, launches ReSecure safety grant program

The Reno Redevelopment Agency recommended moving forward with a slate of FY27 projects and programs that city staff say will focus redevelopment funds on long-term, walkability and safety improvements.
Assistant City Manager Ashley Turney said the RDA reviewed the proposed FY27 budgets and “recommended moving forward with the construction of phase 1 of the River Walk improvement path.” Turney said phase 1 would improve walkability, add wider paths and lighting, and address bank erosion along the Truckee River from the automobile museum on Lake Street to Broadhead Park.
Turney told listeners the RDA funds are property-tax–derived dollars restricted by state law to redevelopment purposes and therefore are intended for projects that raise the property-tax baseline and attract private investment. She said staff used a scoring rubric that measured impact, feasibility and equity to prioritize projects from a larger list of submissions.
Operations Manager Jennica Finnegan described a new program named ReSecure, a matching reimbursement incentive for property and business owners inside RDA boundaries to install safety-focused improvements. “Eligible improvements could be compatible security cameras, lighting improvements, access control and building hardening, things like landscaping and visibility enhancements,” Finnegan said. She added the application is live on reno.gov and includes a map that lets applicants check whether an address lies inside RDA 1 or RDA 2.
Staff said about $4,500,000 was recommended for RDA 1 (the downtown core) and about $11,000,000 for RDA 2 in the RAB-recommended FY27 spending plan. They also reported that 102 capital projects were submitted for RDA consideration and are listed in the public packet.
