Council approves temporary easement for Pelican Valley Senior Living to maintain access during Highway 108 construction

Ty (executive director for Pelican Valley Senior Living) requested a temporary easement across city land near the pool to create a class-5 temporary roadway approximately 222 feet long and 30 feet wide. The access would be used for deliveries, residents' visitors and emergency medical services during phases of the Highway 108 construction when existing drive access is interrupted.
Lance noted a minor change in the legal language (replace "Village of Pelican Rapids" with "City of Pelican Rapids"). The easement was described as no-cost to the city; Pelican Valley said it would construct the temporary roadway and would not plow or maintain it during winter months. The agreement expiration was set at the later of completion of Highway 108 construction or Dec. 31, 2025.
Council moved and approved the temporary access easement. Staff will coordinate the easement language and work with pool contractors to minimize conflicts during final grading.
