Pelican Rapids council reallocates park funds, approves bathhouse design estimate and delays pool drain change request

Council approved moving previously authorized funds to install electrical outlets at El Peterson Park’s Pelican Pete area so organizers can add lighting and power for events; Coach Doug Bergerman said three outlets would be sufficient for the immediate needs and noted Otter Tail Power had provided conduit at no charge. Council approved reallocating the funds by voice vote.
On a related parks capital item, staff presented a design-intent proposal for a new bathhouse, with an estimated design cost of $26,700 to get plans and an architect’s construction estimate ready for bidding. Lance said the city could use the Otter Tail County Trail fund balance to pay the design fee; council approved proceeding with the design estimate and the funding transfer.
Regarding the Pelican Rapids Aquatic Center, staff and the architect described a change request for added trench/drain work after the concrete contractor raised slope/drainage concerns; the change added $2,719.31. One councilor said the additional cost seemed high and moved to postpone action until the project's architect (Scott) could explain; council postponed the change request and later approved pay request #14 for work completed to date by voice vote.
The actions keep the bathhouse design moving forward while giving the pool project’s architect an opportunity to clarify the drainage change before the council acts on the additional charge.
