Pelican Rapids signals interest in continuing county residential tax-rebate program

City staff briefed council on a county residential new-construction tax rebate that can abate up to $155,000 over five years; council voted to express interest in partnering so the program can continue under city-branded applications.
Jordan Gman (CA) told the council that the county has run a property-tax rebate (an abatement) aimed at encouraging new single-family and twin-home construction but plans to end the countywide program at the end of December. Jordan explained that a city could adopt a city-branded application and process that would then go to the county for final approval, reversing the current sequence where the county approves first and then the city acts.
"This is for new construction of single family or twin style homes ... you get up to $155,000 or for 5 years whichever one is more attainable of a property tax abatement for County taxes and city taxes," Jordan said, describing the program's benefits.
Councilors asked whether the city or county would have final approval; staff said the county retains final decision authority under the proposed approach but that the city would be the first step in the process under the revised application flow. The council moved and carried a motion to tell the county the city is interested in partnering to continue the program.
Staff said the county currently houses and runs the program and that the proposed change would alter the application routing but not the program principles.
